Dear Applicants,

The Industrial Allocation System (IAS) has been used for Industrial Siting Consultation (ISC) since 2007. The system has reached its end-of-life and no longer able to be upgraded to maintain its functionality.

In this regard, we have commissioned a new Environment Protection Management System (EPMS) to replace IAS. We are pleased to announce that, with effect from 11 Mar 2024 at 6am, you can submit your application for ISC via the following website link:

As for new system, there could be some unforeseen implementation issues. We seek your understanding and co-operation during this period when we move into a new EPMS system. If you have any questions or concerns, please do not hesitate to email us at DCLD_Consultation@nea.gov.sg or submit them electronically via the Online Feedback Form at http://www.nea.gov.sg/corporate-functions/feedback. We will try our best to address your questions or concerns.

IAS is the on-line Industrial Allocation System for submitting application on the use of industrial premises to the Development Control and Licensing Department of NEA. The applicant is advised to seek the owner's approval on the proposed use of the industrial premises.

All written communication in connection with the application will be made through e-mail to the applicant at the e-mail address provided.

This form may take at least 30 minutes to complete depending on the complexity of the proposal. You will need the following information to complete the application form:

  • Personal particulars and contact number/e-mail address of applicant;
  • Name of company/occupier and address of the industrial premises;
  • Details of proposed activities carried out at the premises including raw materials, chemicals used/stored; fuel burning equipment; sources and nature of air pollutants/wastewater generation/noise pollution and pollution control equipment; volume of water consumption and trade effluent discharge including peak discharge flow rate; and types of toxic and solid industrial waste generated including the methods of disposal.


    Please be informed that you are required to log into IAS with your password from 18 Oct 2018 onwards to make a new application or check your existing application. Please follow the steps below to perform a one-time setup for your IAS account.


    New Application:
    1. Click on New Application.
    2. Enter all the required information and click submit. Upon checking, click confirm if information is in order
    3. An email containing a temporary password with a link to reset this temporary password will be sent to your email address.
    4. Click on the link provided in the email to be directed to the webpage to change your own password. Please note that your password should be of minimum length of eight alphanumeric characters and contain at least one letter and one numeral.
    5. You will be able to log into IAS with your ID Type, ID Number, Case ID and password to view status, submit information or withdraw the application.

    Existing Application:
    1. Click on Existing Application.
    2. Click forgot password link.
    3. Enter your ID number and email address. Click submit.
    4. An email containing a link to reset the password will be sent to your email address.
    5. Click on the link provided in the email to be directed to the webpage to change your own password. Please note that your password should be of minimum length of eight alphanumeric characters and contain at least one letter and one numeral.
    6. You will be able to log into IAS with your ID Type, ID number, Case ID and password to view status, submit information or withdraw the application.
     
    Important Notes

    Application Status Online: Owing to the high volume of IA applications, we seek your understanding and cooperation to check the application status online. Applicant should login to the system, click the “Existing Application” link on the left hand side of the homepage and then enter the Case ID of the IA application. Information on the processing officer and the contact particulars would also be displayed to enable the applicant to make further enquiries directly with the processing officer if a reply is not received after seven working days.
    Processing Timeframe: Processing of IA applications will take at least seven (7) working days upon receipt of complete and accurate submission of all required documents. More time will be required for complex applications requiring consultations with other agencies (URA, PUB, HDB, JTC, AVA, etc).
    Classification of industries and nuisance buffer requirement: Please refer to Section Three - Requirements for industries and Annexes A to E of Singapore Standard SS593:2013 for industry classification and nusiance buffer requirements for respective types of industries.
